A hex code is just three pairs of base-16 numbers: the first pair is red, the second green and the third blue, each from 00 to FF, or 0 to 255 in decimal. So #3AAFA9 means red 58, green 175 and blue 169. Shorthand codes double each digit, so #3af becomes #33AAFF. Eight-digit codes add an alpha channel at the end.

How do I convert hex to RGB by hand?
Split the code into pairs and convert each from base 16: for 3A, 3×16 + 10 = 58. Repeat for green and blue.
